There are really no cons with under decking, except those associated with poor materials and bad installation.  Messy installment can look unattractive and leak.  An inexperienced installer can overlook vital considerations that may slow down installment, such as the joist spacing on your deck.  Poorly designed under decking can become a pain during deck repairs and maintenance. The best designed under deck systems are very modular so removing small sections for deck maintenance is easy.  In addition, if details are overlooked like stabilizers and gutters, there could be big trouble in the future.
